Dr. Piotr Salustowicz raises the question of what constitutes a civil society and what role social economy can play in societies which are in transition, when it comes to dealing with the social problems of poverty and unemployment. Exploring answers to these complex questions just requires a discussion on unemployment and poverty in Eastern Europe as with respect to the principles of ‘equal citizenship and the dignity of persons’ (Gutmann,1995)
Dr Piotr discusses main approaches regarding social economy as a project of civil society: Integrative, Subculture based and Emancipative. He will outline a program for development of social economy, as a part of civil society and demonstrate how community development can be an important strategy for emerging and stabilizing a civil society in the Eastern Europe playing with local authorities and social workers crucial roles as supporters and organizers of social economy at the community level
